Wraqi is Morocco's official digital administrative wallet (Digital Morocco 2030 initiative). It allows Moroccan citizens to legalise a signature, certify a copy and sign administrative documents online, without visiting the consulate. A game-changer for MREs. Important: the platform is called wraqi.ma (not wra9i.ma). Any other URL is incorrect.

Create your Wraqi account

To access Wraqi, you must have the new-generation CNIE (National Electronic Identity Card with NFC chip, issued since 2020). If your phone is NFC-compatible: (1) Download the Mon e-ID app (provided by DGSN) on Google Play or the App Store; (2) Activate your digital identity by holding your CNIE near your phone (NFC chip); (3) Go to wraqi.ma or download the Wraqi app; (4) Create your account by authenticating via Mon e-ID — your account is immediately active. If your phone is not NFC-compatible: begin activation on the Citizen Portal (cnie.ma) and complete registration at a CEDI (Identity Enrolment and Delivery Centre) on your next visit to Morocco, or using a borrowed NFC phone.

💡 Tip — If you have a new-generation CNIE and an NFC smartphone, account creation takes less than 5 minutes and you can immediately access all Wraqi services from anywhere in the world.

⚠️ Warning — If your CNIE is the old generation (without a chip), you must first renew it at the consulate via rdv.consulat.ma before you can use Wraqi.

Certify a copy online

Certified copy via Wraqi replaces the physical procedure at the commune or consulate. It is legally recognised in Morocco. First use only: a first visit to your registration commune is required with the original document — this registration step is done only once. For all subsequent requests (from anywhere in the world): (1) Log in to wraqi.ma or via the app; (2) Select "Certification de copie conforme" (certified copy); (3) Upload the scan or photo of the original document; (4) Authenticate via Mon e-ID (NFC or PIN code); (5) Receive your digitally certified copy — valid for 3 months. The certified copy is instantly verifiable by any recipient via the integrated QR code.

💡 Tip — The Wraqi certified copy is valid for 3 months. Only request it when you need it to avoid it expiring before use.

Legalise an electronic signature

Electronic signature legalisation via Wraqi complies with Law 43-20 on trust services and the eIDAS regulation. Three signature levels are available: simple signature (everyday documents: letters, forms), advanced signature (contracts, powers of attorney, commitments), qualified signature (maximum level — legal value equivalent to a legalised handwritten signature). Procedure: (1) Log in to wraqi.ma; (2) Import the document to be signed (PDF, Word…); (3) Choose the signature type; (4) Authenticate via Mon e-ID; (5) Sign — the document is timestamped and archived in your wallet. Documents that can be signed: rental or sale contracts, powers of attorney (via procuration.ma), consensual divorce deeds, resignation letters, domiciliation attestations.

💡 Tip — For powers of attorney, use the procuration.ma portal alongside Wraqi to generate and sign your power of attorney online without travelling.

⚠️ Warning — Some procedures still require a physical visit: complex notarial acts (property sales, inheritances), passport, CNIE and consular marriages cannot be processed via Wraqi.

What is Wracki.ma and what services can be used from abroad?

Wraqi.ma (formerly Wracki.ma) is the official portal for notarial and legalization services in Morocco. MREs can use it to: track their requests for signature legalization and certified true copies filed through Moroccan consulates, check the progress of administrative documents, and access certain official forms. The portal does not yet allow fully online legalization, but facilitates file tracking.

How to legalize a Moroccan signature from abroad?

Signature legalization for an MRE can be done: 1) At the Moroccan consulate in the country of residence (in-person appearance with ID and the document to sign before the consul), 2) With a local foreign notary if the document will be used in the country of residence (but not for Moroccan deeds), 3) By apostille if the issuing country is a member of the Apostille Convention. For acts intended for Moroccan administration, Moroccan consular legalization is the standard route.

How to obtain a certified true copy of a Moroccan document from abroad?

For a certified true copy of a Moroccan document (birth certificate, marriage certificate, diploma, etc.): 1) If the original document is abroad, the MRE can present it to the Moroccan consulate for certification, 2) If the document is in Morocco, a relative can request the certified copy from the issuing authority (civil registry, university, court) and send it by mail, 3) Some documents can be obtained directly from the Moroccan authority via a power of attorney.

Is Morocco part of the Apostille Convention? How to benefit from it?

Yes, Morocco has been a member of the Hague Apostille Convention since August 14, 2016. This means that official Moroccan documents (civil status records, judgments, authenticated diplomas) can be apostilled in Morocco for use in the 125 member countries without additional legalization. The apostille is affixed by the Moroccan Ministry of Justice (for judicial acts) or by the Ministry of Foreign Affairs (for civil status acts). The application can be made online or in person.

How long does Moroccan consular legalization take and what does it cost?

The consular legalization timeframe varies by Moroccan consulate. In France (Paris, Lyon, Marseille), an appointment is generally required (available at rdv.consulat.ma) and processing is done the same day or within 24 to 48 hours. Consular fees for signature legalization are generally nominal (5 to 20 euros depending on the consulate). Some consulates allow tracking via the Wraqi.ma portal. Private agencies offer intermediary services at higher rates.

Is a document legalized by a Moroccan consulate valid for Moroccan administrations?

Yes. Moroccan consular legalization gives the document authenticity recognized by all Moroccan administrations (DGI, CNSS, courts, land registries, etc.). It is equivalent to a signature legalization performed by a caïd or local authority in Morocco. The legalized document can be used directly without further formalities. However, if the document also needs to be used in a third country (other than Morocco or the MRE's country of residence), an additional apostille may be necessary.

Can a foreign document be legalized to be valid in Morocco?

Yes. A foreign document (birth, marriage, diploma, judgment) intended for use in Morocco must be authenticated according to the applicable procedure: if the issuing country is a member of the Apostille Convention, an apostille affixed in that country is sufficient for recognition in Morocco. If the country is not a member, the document must be legalized by the Ministry of Foreign Affairs of the country of origin, then by the Moroccan embassy or consulate in that country. A certified Arabic translation is still required in all cases.
