Renovation works in Morocco from abroad: what the figures and basic rules dictate

According to several surveys carried out by the Hassan II Foundation for MREs, more than 60 % of Moroccans living abroad who have undertaken works remotely report significant budget overruns, uncorrected defects or cases of financial misconduct. This 60 % figure is a constant: it is the share of MREs who report budget overruns or scams when works are managed from outside.

The presence of a DPLG‑registered architect approved by the ONA to supervise the site changes the situation. Their fees, set between 3 and 7 % of the works budget, are largely offset by the security they provide. It is a technical fact: without this independent supervision, the project owner is left alone facing the contractor.

Regarding the service provider, the rule is simple. Refuse any contractor who cannot present a valid professional liability insurance (RC) or who demands full payment before work begins. A written contract, drafted in Arabic or French, signed by both parties and, if possible, legalised before an adoul or notary, constitutes the only solid legal basis in the event of a dispute.

On financial flows, the source is categorical. Absolute rule: never pay in cash, via Western Union, MoneyGram or anonymous mobile money. Only traceable bank transfers leave usable evidence. The recommended payment schedule structures the instalments: 30 % on signing the contract, 30 % at mid‑project confirmed by photos, 30 % on completion of the rough works, and 10 % retention released at final acceptance with a minutes (PV).
