CNSS Reform 2026: Threshold Lowered to 1,320 Days and What It Means for MRE
Decree 2.25.265 of 1 May 2025 lowers the CNSS contribution threshold from 3,240 to 1,320 days. This change opens pension rights for MRE who worked a few years in Morocco before moving abroad.
Decree No. 2.25.265 of 1 May 2025 lowered the contribution threshold required to access a CNSS retirement pension. This change, in force for over a year, deserves a full review for MRE who have contribution years in Morocco from before their departure or who contribute voluntarily from abroad.
What changed
Before the decree, 3,240 contribution days (approximately 9 years) were required to claim a CNSS pension. The decree lowers this threshold to 1,320 days, roughly 3 years and 8 months.
This reform opens pension rights to thousands of workers who had contributed for a few years in Morocco before moving abroad and could not reach the old threshold. For them, checking their accumulated contribution days has become a worthwhile step.
Conditions that have not changed
The minimum retirement age remains 60 (55 for certain physically demanding professions). Reaching 1,320 days does not give access to the maximum pension: it is calculated pro-rata based on total contribution days over the full career.
Voluntary contributions from abroad remain possible through the MDM-CNSS scheme. This allows topping up an insufficient balance to reach the threshold or increase the final pension.
Three practical situations
An MRE who worked 5 years in Morocco before moving to France has approximately 1,560 contribution days, already above the new threshold. They can request pension liquidation from age 60.
An MRE with 900 contribution days needs 420 more to reach the threshold. By contributing voluntarily, they can close this gap in under two years.
An MRE who no longer knows their contribution balance can check online at marocaine.cnss.ma or visit the CNSS office in their last Moroccan city of employment.
Practical steps
